Your 'conscience' is a God-given sense of what is right and what is wrong; a moral compass that resides in one's heart and mind.
What the Law requires is written in their hearts, a fact to which their own consciences testify, and their thoughts will either accuse or excuse them. Romans 2:15

The Spirit clearly says that in later times some will abandon their faith and follow deceiving spirits and things taught by demons. Such teachings come through hypocritical liars, whose consciences have been seared as with a hot iron. 1 Timothy 4:1-2
'Spiritual scar tissue' has dulled their ability to discern the difference between good and evil. This explains how false teachers can lie without shame and spread deception without compunction. They have 'seared consciences' ... past feeling that their evil intent is sinful.
