It refers to exercising volition: an inherent freedom to make decisions and act upon them.

Divine sovereignty and human agency appear to conflict with one another. How do we accept predestination if not by our will to do so? Full understanding may not come until we are with the Lord.
Spurgeon - That God predestines, and that man is responsible, are two things that few can see. They are believed to be inconsistent and contradictory, but they are not. It is just the fault of our weak judgment.
